first_img…Minister Cummings slams officials for misinformationDrug shortage, poor water supply, and a bushy compound are just some of the issues residents of the La Parfaite Harmonie Housing Scheme have been forced to endure for the past four months, when accessing medical services at the La Parfaite Harmonie Health Centre.The La Parfaite Harmonie Health CentreThe regional administration is being accused of neglecting the medical facility since the last time it was cleared in September 2017, when this publication reported on the insanitary conditions: where the washroom had no doors, no proper flowing water, continued shortage of drugs, rude nurses, and grass as tall as 4 feet in some sections of the compound.Some of the issues were rectified to facilitate a visit from Junior Public Health Minister Dr Karen Cummings a few days after the issues were revealed. During her visit, the Minister praised the Regional Administration for maintaining the facility in spite of unsanitary conditions.However, since the weeding for that visit, the compound is yet to be cleared again, and the grass is over four feet tall at this point.On Friday, Guyana Times visited the La Parfaite Harmonie Health Centre, and was informed that the nurses would arrive at work for 09:00hrs, as opposed to 08:00h, like other health centres.Junior Public Health Minister, Dr Karen CummingsThis newspaper was also told that residents have on numerous occasions been refused treatment due to the lack of drugs and vaccinations for babies. In addition to drugs and medical supplies, the washrooms in the facility are not working. A source related that nurses would have to fetch water from a pipe at the front of the health facility to flush the toilet.When contacted, Minister Cummings told this publication that her officers informed her that the facility is in pristine condition, and she said that at no time was she made aware of the overgrown bushes. The minister related that it is tough for the Ministry to be aware of the issues plaguing the health care system, since they rely on the officers to report these matters.“We have these officers stationed, and we are relying on them to tell us when something is wrong. The last I spoke to our officers in the Region, they did not relate that information to me, because I asked about it. I will have to contact the DREO (Deputy Regional Executive Officer) and the REO (Regional Executive Officer) for them to explain what it going on. It is absolutely wrong for them to be telling us everything is okay when it is not,” Minister Cummings noted. “I have to visit the West Demerara (Regional) Hospital next week or the following week, and I will be meeting with them to address this issue once again. The last time I went there, I observed the place was clean and I commended them, but I don’t know what is going on with them. They are boasting about 100 per cent works completed and then we are getting these reports,” she added.In relation to the issue of drug shortage, the minister explained that the region has the supplies but quite often there would be delays in delivering the drugs and supplies to the facilities, and that is something the ministry is to address.“For the first time, we have has tenders for drugs for 2018, and that is before the beginning of the year; so we have enough drugs, but we are just working on the delivery of those supplies,” she explained.The Regional Administration is contending that it is not responsible for the Parfaite Harmonie Housing Scheme, since it is still under the control of the Central Housing and Planning Authority (CH&PA).However, REO Dennis Jaikarran had earlier told Guyana Times that the Malgre Tout/Meer-Zorgen Neighbourhood Democratic Council (NDC) would assist in clearing the compound of the health care facility.Taking over schemesOn Thursday, Jaikarran said the Regional Administration is currently negotiating with the CH&PA to have the La Parfaite Harmonie and Tuschen Housing Schemes managed by the local organs.“For a number of years now, these schemes (La Parfaite Harmonie and Tuschen Housing Scheme) have been established, and it has been recognised that there is a need for improved infrastructural work. So, if these schemes are handed over, (they) can be covered under the Regional Democratic Council (RDC) and Neighbourhood Democratic Councils (NDCs),” Jaikaran said during an interview with the Department of Public Information (DPI).He explained that because the schemes do not fall under the purview of the Regional Administration, the administration is unable to provide critical maintenance of the communities. To Truly Stop Aereo, TV Broadcasters Need To Innovate Like Hell

And for those who haven’t yet considered canceling their cable subscription, products like this make it more tempting. It remains to be seen how much overall demand there is for Aereo, but the fact that it exists at all is pretty telling.The legal niceties aside (those will be decided by courts, not blogs), Aereo is doing something innovative that empowers media consumers in a way that wasn’t previously possible. That’s because nobody — least of all broadcasters — made it possible. Now somebody is.  When the Internet rose to prominence, newspapers didn’t have the luxury of suing its brains out. They had to deal with the ways in which their landscape was shifting, which was ultimately better for consumers. Similarly, broadcasts may not turn out to have that luxury with Aereo. Trying to sue them out of existence is not an unexpected response, but it may not succeed. They need a backup plan. Should broadcasters have come up with this idea? It’s nice to talk about how industries should disrupt themselves, but that’s rarely how things actually work. It would have been totally counterintuitive for broadcasters to band together and develop the type of functionality that Aereo is offering. Smart, yes, but not necessarily a sound business decision within the framework in which these people generally think. What Should Broadcasters Do? It’s a fruitless debate anyway. Broadcasters didn’t come up with Aereo. Aereo did. Now the Comcast and News Corps. of the world need to think about what they’ll do in the event that the disruptive little startup prevails in court. Aereo has already filed four patents that cover the precise technology its using, so it’s probably not feasible to recreate its functionality. But what does Aereo do for viewers? It provides cheap, multi-channel, high-definition access to broadcast TV from an array of devices and allows for DVR recording. It lets you do all of this without paying for a cable subscription. To their credit, cable companies are already working on ways to bring live TV to tablet and smartphone owners. Comcast’s TV Everywhere initiative clearly anticipated trends in the way people watch programs that could threaten their core business model, so they moved on it.But while services like TV Everywhere and XFinity Streampix are nice, they’re add-ons to a cable subscriptions, which some people simply don’t want to deal with in the first place. It’s unlikely that Comcast or Verizon is going to come up with a worthwhile Internet TV offering that doesn’t hinge on their existing models — and the sky-high fees that support them. Broadcast networks might not be able to rent out tiny antennae, but they don’t need to, either: They already have much of the infrastructure in place to provide live Internet TV signals and make them available from mobile devices and connected TVs. If they band together and offer enough programming, they could charge a small subscription fee. Think Hulu for live broadcast TV. In fact, yes, just tack this onto Hulu for a couple extra bucks. Bingo. There may be sound business reasons why broadcasters wouldn’t consider doing this. Their relationships with cable providers may not allow it. But that rigid, no-we-mustn’t mentality is exactly what created the void that allowed Aereo to crop up in the first place. For NowAt issue is whether or not Aereo violates the broadcasters’ copyrights by retransmitting local, over-the-air channels so its subscribers can access them from smartphones, tablets and an array of smart TVs and streaming set top boxes. When Aereo launched in New York last March, the broadcasters immediately asked a judge to shut it down via preliminary injunction, arguing that indeed, it violates copyright law by generating a legally forbidden “public performance” without paying compensation. In its defense, Aereo has argued that the way it’s retransmitting broadcasts — using tiny, remote antennae rented by its customers — does not constitute a public performance, since its use by individual viewers was inherently private. Aereo won a first round in court last July. Today, in a 2-1 decision, the Second Circuit Court of Appeals upheld the earlier ruling. The networks will undoubtedly continue pushing their case, opening the prospect of a full trial and eventually, a possible Supreme Court ruling. Broadcasters, of course, have every right to pursue a legal case against Aereo. She called them “greedy and corrupt” and said the saffron party was “collecting garbage”.The TMC chief also said she would be replacing the “traitors” with “dedicated members” and asked those “undecided about joining the BJP” to leave her Party at the earliest.Ms. Banerjee’s remarks came against the backdrop of three MLAs and a majority of councillors from five municipalities in the State defecting to the BJP from the TMC since the declaration of general election results last month.“We are not bothered about a few corrupt and greedy leaders who are switching to some other Party. They joined the BJP as they were afraid they might face consequences for their activities,” the Chief Minister said. She said her administration is contemplating action against those involved in corruption.“We are throwing out our garbage and the BJP is collecting it. But joining some other Party won’t save anyone from corruption probe,” Ms. Banerjee said at an internal meeting of Party councillors from across the State. The TMC president said she would want to restructure her Party ahead of the 2021 West Bengal Assembly elections, while insisting that those who were in two minds about switching to the BJP should leave immediately.“I would like to urge those traitors who are still undecided on whether to join the BJP or stay in the TMC to leave the Party. I am not one bit surprised by the reactions which have come from the Englishmen, be it the average football lover or their own media.Words like “rigging”, ” mafia” and so on are being mentioned openly and so are insinuations about the process of choosing a host nation being flawed. My point is the 22 members who were part of the FIFA committee must have gone by some facts, figures and projections before taking such big decisions. That England went out in the first round with only two votes, one of them from an Englishman, is a big message about their own popularity.The English bid was supposed to have been comprehensive with solid financial projections. From Shakira’s ‘ Waka Waka’ at the opening ceremony to pulsating matches day in and day out, South Africa showed the world what it was capable of.If Russia has been chosen, FIFA knows that the World Cup is still in Europe only, though England will never reconcile. At a time when not just Englishmen but others are also demanding that the people who choose host nations should be larger in number, I think the present style is fine.As soon as Russia got the nod, it was time to look at 2022. Again, Asia was counting its chances and the Aussies thought they would have a good chance. But there were a couple of tricks played and how Qatar was chosen is something which can be debated for a long time.It does not require rocket science to understand that FIFA boss Sepp Blatter is a very shrewd man.
