The governor’s plan will help communities like Johnstown address blight, expand broadband access, mitigate the effects of localized flooding, and expand green infrastructure, restoring communities after long neglect.“My vision for Pennsylvania includes vibrant towns and cities with new development, opportunities in rural and disadvantaged areas, and a modern, interconnected commonwealth,” said Governor Wolf. “Unfortunately, after decades of neglect and declining federal investment, Pennsylvania is falling behind, and we need a bold plan to get us back on track.”To achieve these goals, Governor Wolf announced an ambitious infrastructure initiative, Restore Pennsylvania, funded by the monetization of a commonsense severance tax. Restore Pennsylvania will invest $4.5 billion over the next four years in significant high-impact projects throughout the commonwealth to help catapult Pennsylvania ahead of every state in the country in terms of technology, development, and infrastructure.Encompassing new and expanded programs to address five priority infrastructure areas including high speed internet access, storm preparedness and disaster recovery, downstream manufacturing, business development, and energy infrastructure, demolition, revitalization, and renewal, and transportation capital projects, Restore Pennsylvania projects will be driven by local input about community needs. Projects identified by local stakeholders will be evaluated through a competitive process to ensure that high priority, high impact projects are funded and needs across Pennsylvania are met.“I am encouraged by Governor Wolf’s Restore Pennsylvania initiative. There are approximately 1,800 blighted properties in Cambria County,and the municipalities where these properties are located are not able to fund the demolitions themselves.Demolition, Revitalization, and RenewalBlight Demolition and RedevelopmentRestore Pennsylvania will increase resources for addressing blight by providing financial resources at the local level to establish land banks and acquire and demolish blighted buildings in order to create new development opportunities or provide new green space. The funding will be administered by entities established by the legislature as land banks or demolition funds.Brownfield Clean-UpRestore Pennsylvania will provide funding to ensure the continuation of Pennsylvania’s Brownfields program, ensuring that more sites can be returned to use for recreation, or returned to the tax rolls as commercial, residential, or industrial sites.Contaminant RemediationRestore Pennsylvania will fund expanded efforts to remove lead and other contaminants from communities.Green InfrastructureRestore Pennsylvania will provide significant new funding to enable new environmental projects and new recreational opportunities across the state, including infrastructure and maintenance in state parks, creation and revitalization of new local parks, and funding for new hiking, biking, and ATV trail projects.View the full Restore Pennsylvania plan here. first_img Bill Signing,  Español,  Press Release El Gobernador Tom Wolf firmó un decreto para brindar protección a los profesionales médicos contra la responsabilidad por las medidas tomadas de buena fe en respuesta al llamamiento para complementar la fuerza laboral de proveedores médicos durante la pandemia de COVID-19.Durante el transcurso de la pandemia y la declaración de desastre asociada a ella, la Administración Wolf ha utilizado su autoridad conforme a la declaración para suspender un número significativo de disposiciones y estatutos reglamentarios para dotar a la fuerza laboral de atención médica, que incluye la coordinación del despliegue de profesionales médicos jubilados y fuera del estado, con la ampliación del alcance de las prácticas y la flexibilización de los requisitos de supervisión para numerosas licenciatarias de atención médica, la incorporación de profesionales de la salud que no hayan tenido previamente la cobertura de responsabilidad civil, y solicitar a los proveedores médicos que tomen medidas que no realizarían en el desempeño ordinario de su profesión.“Como la pandemia de COVID-19 ha requerido que la Administración Wolf tome medidas amplias para responder y prepararse para las necesidades cruciales de atención médica de los residentes de Pennsylvania, también ha exigido que nuestros proveedores de atención médica amplíen sus responsabilidades y experiencias profesionales como nunca antes”, manifestó el Gobernador Wolf. “Este decreto para mejorar las protecciones de los profesionales de atención médica sirve para proteger a las personas que se desempeñan en la primera línea de respuesta al desastre”.El decreto:Otorga inmunidad a toda persona que posea una licencia, certificado, registro o certificación para ejercer una profesión u ocupación de atención médica en Pennsylvania y que proporcione tratamiento o servicios médicos y de la salud para la COVID-19 durante la respuesta de emergencia a causa de la situación de desastre por la COVID-19. La inmunidad no se extiende a actos u omisiones que constituyan un delito, negligencia grave o fraude, malicia u otra mala conducta intencional;Extiende la inmunidad a aquellos profesionales médicos en Pennsylvania que prestan servicios en cualquier centro médico tal como se define en la Ley de centros de atención médica así como en cualquier establecimiento de enfermería, hogar de cuidado personal, centro de residencia asistida o cualquier sitio de cuidado alternativo, sitio de pruebas comunitario o centro de atención no conjunta utilizado con el objetivo de realizar las actividades de los servicios de emergencia o la realización de actividades de servicios en caso de desastre relacionadas con la respuesta estatal de emergencia en caso de desastre por la COVID-19;Afirma la inmunidad de toda persona, entidad o autoridad que permita que los bienes inmuebles u otros locales para los servicios de emergencia se utilicen sin compensación en caso de muerte, lesión o pérdida o daño a la propiedad de cualquier persona que se encuentre en las instalaciones con la finalidad de prestar servicios de emergencia; ySuspende o elimina una variedad de obstáculos reglamentarios que de otro modo impedirían o evitarían que los profesionales médicos fuera del estado, retirados u otros profesionales calificados presten servicios donde sea necesario en el estado.El decreto se redactó en respuesta a las partes interesadas que solicitan inmunidad civil para los profesionales médicos que ejercen con buen criterio en circunstancias muy adversas durante la pandemia de COVID-19. German metal employers slam coalition’s basic pension deal

first_imgAccording to the agreement, the basic pension (Grundrente) is to be paid from January 2021 to anyone who has paid contributions for 35 years, with periods of parenting and caring for relatives counted. This will be subject to a comprehensive income test, but not an assessment of property.Gesamtmetall director general Oliver Zander said:  “Anyone who has paid little into the pension system over a lifetime is now getting a significantly higher pension — higher than the contributions he has made, and higher than the pension of other pensioners who have paid in more but don’t meet the requirements for the basic pension.”He said this new injustice would have to be made up for in a few years, and then the country would end up with a political unconditional minimum pension.“This has nothing to do with the basic principles of our pension system. It’s a break with the system,” Zander said.He accused the federal government of ignoring demographic change.“We do not know today how our country will pay the pension burden in 10 years. But instead of finally changing course and doing without more pension gifts, billions more euros are being added to the pensions burden,” he said.Anyone who pretended to be concerned about the future of young people should not support such a pension policy, said Zander.Also included in the coalition agreement are measures designed to strengthen the system of occupational pensions, reduce the contribution to unemployment insurance for a limited period, double the tax allowance for employee equity investments as well as the subsidy amount for low-paid occupational pensions.A fund for future technologies of up to €10bn, particularly in the areas of digitalisation and climate, is to be set up by the Kreditanstalt für Wiederaufbau.According to the wording of the pact, the parties aim to change the current situation where occupational pension payments trigger additional statutory health insurance (GKV) contributions, “in order to strengthen the acceptance and trust in occupational pensions”.They said the exemption limit for pensions would be changed into a “dynamic” free allowance, with a deduction creating relief for all compulsorily-insured company pension recipients.The resulting shortfall in contributions will be financed entirely by the GKV resources, according to the agreement. The lobby group for Germany’s largest industrial sector has harshly criticised a hard-won political compromise over a guaranteed state pension for working people.Gesamtmetall, which speaks for 23 member associations representing more than 7,100 companies in the metal and electrical engineering sector, branded the deal, formed on Sunday, a break from the principles of the German pension system.Chancellor Angela Merkel’s bloc, consisting of the CDU and CSU parties, agreed yesterday with the SPD — its coalition partner since early last year — a package to increase retirement income for what the SPD said would be as many as 1.5m long-term earners from 2021.The issue had been key for the SPD, and the failure so far to secure a deal was seen as a threat to the stability of the ruling coalition.last_img read more
